Chester is standing against the pollution in their community. High rates of health problems and injustices has caused the Chester to experience a feeling that no one cares about them. It seems to true if that Chester keeps receiving waste plants that are causing the illnesses and deaths in their community, these industrial businesses do not care.
The political machine plays a huge role in this too. I think Chester is a prime example of how oppression involves a range of interlocking institutions – educational, political, legal, social, etc.
